The big windmill -- or "whirlygig" -- is a special antenna that calls the Teletubbies to special events in Teletubby-land. The windmill is used to broadcast a special Tubby-tummy video-transmission to the antennas on top of their head.

It is also used to announce the arrival of special, magic guests in Teletubby-land:
The windmill spins and sparkles with a special energy to announce a special event in Teletubby-land.
